Extract from CCG Annual Report 2020-21

The Lay Member for Governance and Finance, chairs the Audit Committee and is the Conflicts of Interest Guardian. In addition, Joanne is a member of the Remuneration Committee, Integrated Commissioning Board, Finance Performance and Risk sub-group and the Primary Care Commissioning Committee. Joanne has specific responsibility for ensuring that the systems of internal control on governance and financial management are properly established.

Joanne Newton is the Lay Member for governance and her role is to give professional oversight  as a lay member and a qualified accountant, particularly but not exclusively on financial, audit and governance issues. Joanne chairs the Audit Committee and is a member of the Remuneration Committee, is the Conflicts of Interest Guardian and attends the Integrated Commissioning Board.

After a brief period in the merchant navy,  Joanne started her accountancy career in the private sector before moving to work in the NHS in 1985. During her NHS career,  she has worked for various commissioning and provider organisations in Greater Manchester with over 16 years experience at director level.  This Included a period as director of finance for Heywood Middleton and Rochdale PCT and its predecessor organisations. She has recently  retired from a full time role as chief finance officer for Manchester health and social care partnership.

Joanne lives in Shaw and is passionate about the need to address health inequalities within the Local population

Joanne is married with two daughters of whom she is very proud.
